Free meds for the needy: Good policy or good PR?

They're nearly impossible to miss: flaming-orange buses, 45 feet long, with huge images of giant pill bottles and the words "Help is Here." Whenever one of the buses - sponsored by a partnership of U.S. drug makers, including Eli Lilly and Co. - rolls up in front of a city hall or a hospital, people begin lining up, hoping to get free medicine to treat their diabetes, high blood pressure or other illness.
